Washington state launches groundbreaking challenge to develop innovative Resident Portal

Washington state and WaTech (as the lead agency) launched the Washington Resident Portal Challenge, a groundbreaking initiative inviting innovative minds to develop a roadmap for a new resident portal that will transform public access to state services. The competition commenced on April 11, 2024, with the deadline for applications set for May 21, 2024.

This first of its kind procurement initiative challenges capable individuals, teams, and organizations to submit their plans for a comprehensive roadmap that will outline the development of the resident portal. The roadmap is expected to address key components such as platform choice, functionality, data management, architectural design, cost estimation, and the integration of digital services across agencies.

"This forward-thinking vision aims to revolutionize public interaction with government services through the creation of a new resident portal, ensuring frictionless and equitable access for all," said State CIO Bill Kehoe.

This endeavor will lay the groundwork for the state to subsequently procure the necessary technology and infrastructure to build the portal’s foundation and integrate initial services. Applicants are urged to familiarize themselves with the Guidelines & Resources, which detail the roadmap’s components and the resident portal's fundamental principles.

WaTech will allocate up to $550,000 for the development of the most promising roadmap. The winning team will collaborate closely with the state of Washington to refine and implement their proposed roadmap, incorporating insights from various sources including a statewide resident survey, peer evaluations, user personas, and both functional and non-functional requirements.

The contract to develop the roadmap will begin in July 2024, with the submission of a draft expected by mid-August and the final document due by September 30, 2024.

Interested parties must first register no later than 5:00 p.m. Pacific Time on Thursday, May 9, 2024. Completed applications must be submitted no later than 5:00 p.m. Pacific Time on Tuesday, May 21, 2024.
